is no reason, however, why salary should not be paid at the

privileged rate on arrival in the Colony; and as passager

and other expenses on board mail and other steamers to and

from gold using countries are now calculated on a sterling

basis, I consider that such ships may fairly be classed as

gold using and that therefore the officers concerned

should be allowed to draw pay at the privileged rate while

on board them.

I would therefore recommend that

the privilege to draw salary at privileged rates on the

return voyage should be granted in future provided the

Officer is returning from a gold using country.
